"Joshi" is talking about a hate group, which he calls "Fed Front." He questions the authenticity of the group, suggesting that they might not be who they claim to be. He points out that they are always seen with their faces covered and that none of them have ever been unmasked, implying that their identity might be hidden for a reason.
